Bryant 394G Furnace Pilot light problem

I have a 20 year old Bryant 394GAW36100.
For a few months now when the furnace turns on the pilot ignitor will click for up to 3 min before lighting the pilot light. At the same time the gas control valve makes a loud buzzing sound. Eventually the pilot lights, the buzzing stops, the burners light and the house is heated. I need to fix this.
My thought is that the gas valve is not turning on to release the pilot light gas. How should i troubleshoot what parts to change first. I'm thinking change the gas valve first due to the buzzing sound. In normal working conditions I should not hear the gas valve buzzing that loud.
Any thoughts? Help!
