blower problem keeprite furnace

Model cgk075n06 the blower stays on all the time, if i power cycle the 120 volts it has about a 20 second delay then blower starts again the relay in the fan controll picks up. ive checked the limits they look good ive also tested them by unplugging a wire and the blower starts rite away no delay, so they seem good they also ring out on the meter. im thinking mabee the fan controll with the onboard relay or the fan relay. any ideas?

no if it were there would be no delay, i tested by junmping the green and red tstat wires at the furnace, it comes on rite away. there is a delay after a power cycle then the blower starts. if i unplug the 24 volt or one of the wires on the relay of the fan controll it shutts off.

This is not the fan relay im talking about its the relay on the fan controll 6wire unit.

24v comes from the transformer joines on the spade connector at the fan controll and then goes to the limit controll the relay onboard takes 120volts from the interlock switch through to the fan relay then to the blower motor. fan controll has 6 connections 2 are for the 120 volt and the other 4 are 24v, common , limit and valve.
