basic damper question

zonex digitrac4 damper

novice hvac guy replacing a syncor double stack motor with zonex 101ahdm which is basically a belimo lmb24-3t actuator. put it in wired it up and strangely enough i only get airflow when damper is in closed ccw position. has anyone heard of this before? any help appreciated.the belimo seems to cycle to close on 0 setting cold call and to open on 1 setting cold call but no real airflow out of damper on clockwise damper movement (when it should be open????)

very confused. before i open up duct to check damper thought i would ask for some advice here.
