I have had a chance to look at the units. The water heater is 40000 and the furnace is 100000. The furnace is not labeled my but buddy who owns an HVAC company and has worked on it said it is about 100k. He also said I could put a 16x25 return vent on the wall instead of the louvered door. He said it could go at the floor or ceiling.
While I know he is competent with HVAC, I don't know how familiar he is with code. Does this sound acceptable?

140K needs 7000 cubic feet of air. Unless you have 10' ceilings 700 square ft isn't enough. Your bud is incorrect and beenthere is correct, needs a high grill and a low grill. You'll also need a high and low in the door connecting the upstairs and basement to pass inspection. You'll be safe with undercutting the door but it doesn't meet code.
If you really want to know have your buddy call the local mechanical inspector she what he says he will accept. Or have your buddy open the mechanical code book and look. I wouldn't do anything until you know what you do will pass code. Sounds like you need to figure out how much combustion airs needed
