basement heating

i am ready to start finishing my basement, I was planning on adding a cold air return at floor level and to to three heat registers. I have a newer home, I was planning on covering the two vents that i have on my trunk already. the question is can i add a in line heater with a separate control, and of course have minimal expenses.
