Baseboard hot water heaters in shared hallway

My apartment building has baseboard hot water heat and there are radiators in the shared hallways which aren't needed. There are also too many radiators in a small bedroom which cause it to heat up way more than the rest of the house.

There is only a single thermostat and from what I've read there is no way to simply turn off one without messing with all of the radiators. What would be the most effective way to stop heat from dispersing from the ones I don't need so the heat is carried elsewhere in the house instead?

One person suggested removing the fins and insulating the hot water pipe. Another suggested putting foil over the fins. What would be best?

Close the valance/vanes of the ones you don't want heat from. If they are missing. Then using foil tape on top and bottom will stop the majority of the heat from them.
