Default Air return vents in living room

Ive been told my duct work in the basement in shoddy at best. I have a one story house with a finished basement. You can see the duct work in the furnace area though. My living room vents (2 of them) give off about 20% of the forced air that all my other vents give off. Just wondering why that is? Could it be bad work done on it? I ve checked for leaks but couldnt feel any? What are my next steps?
