Air leaks around duct (boot) into house.

I just had two separate heating systems install, one for the master suite (a 2-ton) and a (3 ton) system for the rest of the house. My question....IT Does not appear that the "boot" that is cut into the floors are seal and they are very cold and does not seem insulated up into the floor; should they be and with what? I informed the installer that i could see day light and he painted some gray mesh around the inside coming into the house floors. Is this enough and will it stop the cold and heat leaks? If not what should be done?

Is the duct work in a crawlspace.
