air cleaners and return duct filters

On our 2nd house with air cleaners in them. This time we have 2, 1 upstairs and 1 down. Our previous house only had 1 and we were told to remove all return air duct filters and never install them again as it would make the system work harder.

This time, they told us to leave them in and change them regularly as it was getting double filtration.

Any thoughts on which approach is accurate?

You should always pre-filter the air before it enters the electronic air cleaner. Change frequently.
