AC troubles

We just bought a house, the air works but it just dont cool as low as I like. It will get down to 73 but just won't get any colder. I noticed the larger line from the outside unit to the wall of the house ( about 3 or 4 feet ) is not insulated, the rest of the line in the attic is insulated. Will that small amount of line outside uninsulated cause the unit not to cool proper?
Also we went into the attic yesterday, it was cloudy out and not bad hot but the attic was cool. What's the best way to locate leaks in the ductwork? There is about 6 inches of insulation in the attic, and the garage didn't have any insulation over it. Some people say if I put 6 more inches of insulation it would help the cooling issue. Is this true?

Thanks.

Look for the wet spot.

make sure the supply truck off the air handler is sealed 360 degrees around...and the return duct is pulling only the grilled return...should have 18F drop on the return s the supply air

That little bit of uninsulated vapor line outside won't effect your cooling ability.

Yes, more insulation will help.

Make sure your air filter is clean, along with both your evap coil and condenser coil.
