AC sounds like it's on but fan not moving


The unit is a Tempstar Smart Comfort 2000 (from late 2005 I believe, if that matters).
The fan will not move on it's own but will when I move it with a stick. The unit sounds like it's on and running but, again, the fan is not moving. After reading it sounds like it's maybe the motor or the capacitor.
(1) Am I on the right track?
(2) What else could it be / how can I narrow down what the problem is?
(3) Is this something a novice could fix?
(4) What else should I know?

1- YES
2- Replace the capacitor
3- YES
4- POWER OFF, Discharge the old Capacitor
