AC and High Humidity


I'm not sure where to post this question so feel free to move it.

I have a central AC unit cooling a 1600sq ft home. We find that the home is very humid (mops won't dry even after left out for a week, towels not drying completely after a day). We have a dehumidifier in the basement and its always on (we set it to 35%).

Is there something we can do to improve it's dehumidifying process?

How humid, is very humid, in % of RH.
