AC fan blows non-stop even when AC is off

I live on the top floor of an apartment building.

There is a 3 year old payne unit above me for my unit and a new programable honeywell thermostat.

Basically, the fan blows non-stop when the AC is off and it's set to auto.

The maint guy has supposedly tried many things...the problem disappears but then returns. He said he rebuilt the fan etc...then he swapped the fan out with another one but the problem still exists.

He claims it is cause everything is now controlled by electronic boards and they are not reliable...he says it uses some type of new computer controlled system that controls the fan and it is not working properly and he can order a manual fan that will not have these problems.

I am just curious as to what is going on...I have been dealing with this for months and am tired of thinking about it.

Thanks

That problem has nothing to do with the fan. It is the control board. (He even said that), but why bother replace the fan itself. Check the board and replace it if it is bad.

He already troubleshoot the Fan motor by swapping to another unit. It is something with control board.

Thanks guys

I have gotten so many different stories from him and frankly, a lot of what he says does not add up. He said he replaced the boards and it is the fan.

Thanks for the advice

A shorted tstat wire would cause this.

if you remove the stat off the subbase does it run if YES the relay in the air handler is welded closed..if it doesn't run it is the stat.next test if fan is still running without stat mounted disconnect the G wire off the subase....still runs again its the FAN relay contacts on board welded.the relay on the control board takes the motor amoerage during cycling especially going ON...
