I jumped the R to the O and it turned over into cool mode. So what does that mean?

That means that you don't have voltage to the O terminal in the HP from the air handler. Same thing we already knew.

Now we know that the RV isn't stuck. You may need to run a new thermostat wire bundle to the outdoor unit if you can't find the break in your current wires.

I checked the continuity in the thermostat wires. They aren't broken. I jumped the O and R again, just to double check, it switched to cool again.

I was looking at the wiring diagram; in the heat pump there is a brown T wire that is connected to a tan thermostat wire, but the tan wire isn't connected to anything. Not in the air handler or the thermostat.

T was only used in certain thermostats. How did you go about checking the continuity? Are you sure you had 24V Between O and C at the air handler during a call for cooling?

There's not 24 volts between o and c.

I checked continuity by disconnecting the r and o at the thermostat, air handler, an heat pump. Tying them together and checking continuity.

Did anyone tamper with the unit before or you guys made any type of changes? Very odd. Run new wire if you have to!

They put a new thermostat on it. I checked it and it's hooked up right.

Well, now you say there is NO 24V between O and C at the air handler. On post #9 you said there was. This would indicate a faulty stat or improperly programmed stat.

Probably not set up for a heat pump, or set up for the wrong heat pump.

evan2, how long ago was the new thermostat put on. What brand and model number is it?

Yep, the thermostat wasn't set up for heat pump. I reprogrammed it and it's good to go now.
