2 speed scroll compressor short cycling ?


Have a new installation of a heat pump with dual scroll compressor and variable speed air handler (split system). Has a SEER rating of 18.
Had a problem at first with air handler running all day & night even tho room temp was same as tstat setpoint. Seemed to have solved that by setting the tstat to (Honeywell Vision Pro 8000 series)display at an offset temp of - 2 degrees below actual temp. May not be right, but at least it shuts off from time to time now.

2nd part of problem is that outside compressor seems to start up very frequently, run for 45 seconds to a minute, then shut down. The exhaust fan atop the unit does not run, even tho the heat coming off the unit seems very hot . This will happen again about a minute later, same exact thing happens, over and over maybe 4 or 5 times within 10 minutes, but eventually, the compressor stays running for a longer period, and the exhaust fan does cycle on.

Installer says this is normal, I think somethings wrong here.
Is this how a dual speed system is supposed to work ?

Sorry, compressor is Goodman DSZ180361
air handler is Goodman AEPF313716

Nope, its not working right, if your running it in cooling mode.

Got the service tech out this am, turns out to be a dip switch set wrong - #4 to off (I hope). After he set it right, the compressor fan started right up when the compressor did.
