Not if you've converted your heatpump to a ice maker.

That should never happen under normal use.

Your reversing valve may not be switching over for the defrost cycle.

2 inch thick ice on heat pump,

Mine was the defrost thermostat. I replaced the defrost card and thermostat for 65$ by doing it myself and getting my parts from Ebay. After taking out the thermostat and testing it I found that it was stuck OPEN. Therefore it never called for the board to defrost the unit.
Turn your unit to A/C ON. Set the thermostat about 2-3 degrees lower than the inside temp. You should see the ice slowly begin to melt off of the condensing coils. If it does, then your reversing valve is good. Continue to do this to keep your outside unit thawed out(maybe 2-3 times a day if needed) until you can get a tech. out and have look or fix it yourself.
Hope this helps.

Have a look at my thread.

I would love to know if you have resolved your problem, and if so what exactly fixed it. That is how we all learn.
