2 cold rooms in my house


I have 2 separate rooms in my house. One room is in my finished basement and the other is the master bedroom on the 2nd floor. I know I have to somehow insulate around some TV cables that come in from outside in both rooms. I figured I'd get foam insulation for that. Is this the best thing? What can I do around windows?

Foam insulation should work fine for you, and they make a low-expanding (blue can) foam for windows and doors so it doesn't lock the door/window in the jamb when it expands. People caulk windows as well. Double pane?
