Zoysia Grass Tips

I have a fescue mix yard. Front was sod, back was seeded. 1 1/2 year old yard. Weeds are a constant problem, we had also a hot / dry summer last year and it burned up most of my yard. My idea is to install Zoysia and let it help choke out the weeds. But I have heard bad things about plugging. Whats the best way and best time of year to get Zoysia installed. I am sure your all going to say "sod" but I really don't have a ton of extra cash for that with my basement project going on.

Thanks!
