Whens the earliest you can lay seed in spring

I have some brown spots in my yard that i believe came from grubbs. I was thinking of raking and re-seeding the lawn. Then treating for grubbs when they come back.(Is this a good idea?) I live in northern ohio and it is still cold(30's and light snow.) When would be a good time to get out there and get the yard seeded?
