What is this plany/grass?

Not sure what this brown tall grass is. Do I need to cut it doewn so it will grow back green this script? Not sure how to maintain it but we have some you see in the pic and then lots around the pool fence providing privacy. Bought the house in October last year.

From here, it looks like some kind of ornamental grass. If it is, cut it within about 6-10" off ground or so; new will come in to replace the old.

Looks like a reed grass.....and yes, cut it back as far as you can...it's pretty large, so not sure if you can get it down real far, but 12" or so is better than nothing.

If it gets too wide, you should take a spade to it and cut some of the root structure away. Easiest to do when you have trimmed top.

Sorry for the spelling! It's around 5-6 foot high in some spots. It's not really out of control, they planted it in certain bunches for looks and privacy.

If I cut it to 7 inches or so, it will grow all the way back up for the summer? Also, is it green or brown in the summer? (This is upstate NY if it matters.)

Cut it 4-6" from the ground at this time of year. All of that is dead and will be replaced with new growth from the ground up. The point is to cut it now because if you wait and the new growth comes up, your opportunity to cut it all away cleanly and easily will be lost.

It's going to be green but there are lots of different varietals of ornamental grass with different qualities. Some are more silvery, some of them have a maroonish tint, and some of them have tufts at the top. You won't know until it grows in.
