Weird rubbery white soil


I dug a large hole in my back yard next to the deck to start a garden and noticed the soil underneath the clay dirt is very white and rubbery to the touch. Do you know what it is? Since there are rocks and marble rocks down there, I know this area must have been cleared before for some reason, possibly to do the deck or help with water problem.

By they way, this area has drainage issue and get and stay soggy after rain. This is why I am planting a garden there with top soil and garden soil to help with drainage. It also doesn't get as much sun due to the deck railing partially blocking it on one side and a big tree blocking on the other. I hesitate to plant a tree so close to the house so a garden it is.

unless you have some sort of natural chalk or gypsum deposits in your soil, my guess is someone dumped and buried drywall in your backyard. Not a rare practice for builders looking to get rid of construction debris.

Is it safe to plant garden above it? I saw pebbles down there as well mixed in with the red clay. Is natural chalk commonly found in VA near Stafford area.
