weed came out very early in spring

I'm a new home owner and last year, I did a very poor job of lawn care. I planned to take action this year but the weed got ahead of me. In my area we apply preemergence herbicide around right now (because I saw my neighbors are doing it), but on my lawn, the weeds had come out several weeks ago. Certainly, preemergence herbicide is not going to work on them. My question is why they came out so early? And how should I have dealt with them? Is there any remedy for now?

By the way, we are in a warm area but still, there were two rounds of snow. I really hoped the snow could kill them but it didn't. Apparently they are frost resistant.
