Dig a hole...put concrete in. If you want more info, you will need to provide morew info on the project you are trying to do

If you want to have a recirculating system, you need a base that contains the water and won't let it seep through. A PVC liner is typically used. You can buy one as part of a pond building kit or find a manufacturer on google. On top of the liner you could put rocks to make the bottom look natural.

If the waterfall is part of a continually flowing river, you can just line the bottom with rocks so the falling water doesn't erode the soil. Hope this helps.
