Water Fall - Black bonding material

I dismantled the old waterfall. I see a strong bonding material that is used to join/stick stones together.

I don't know what is this material . When this is best to be used ? The reason I am asking, I am building a 3 ft retaining wall with stones and bricks. I wanted to see I can use this material instead of mortar which I am currently using it.

This black bonding material seems to be very strong since it took me a good effort to break this bond to seperate stones.

Thoughts ?

Thank you Tom for your quick reply. But can you tell me why I can't use the same for retaining wall since I am going to use the same stones along with some red bricks to build a retaining wall.

It looks like it could be tinted mortar
