Toro super recycle 20055 throttling issue?

I have a Toro super recycler self pace mower model 20055 that I purchased in 2005. Ran great the first year, but it has not run great since. It tends to do a lot of choking almost as though it runs too rich. The throttle on the model is automatic and if I open throttle up a bit the engine revs up an sounds more normal. Does anyone know what my issue might be here? Is there a way to adjust this automatic throttling? Thanks for any advice you might have.

I don't know if this'll help, but I have the same model mower and I affected the throttle once by running into something. It bent the bracket that holds the throttle cable. I forget the number of rpm's it's supposed to run but you could get a tachometer and verify the speed.
