Tampering Concrete Tumbled Pavers - How Much?

Please share your wisdom ... we are having a concrete tumbled paver walkway installed. The contractor has done a beautiful job on the design and layout however we notice in some areas, there are sections of stone that are raised within a designed area, and he says that he doesn't want to tamper them more because they will eventually sink. Is this logical or should we ask him to tamper all the stones evenly? I can't imagine that all of the stones if they do settle will settle at the same height. Any advise would be greatly appreciated. thank you.
