Stump Out/ Slope

i have a slopping small backyard. i had 2 trees cut down. they left the stumps
how can i get rid of them myself and the roots that i see in the yard. one stump is 2 ft wide. the other problem stumps are made up of 2 tree stumps. can you suggest an inexpensive way to remove the stumps. i also need to create a level square space in a sloping yard for a table. should i try to build this space up with gravel and sand. if yes what kind? how to start? thank you.
