Just tilled whole back yard and planted seed. When rains water sits around the porch with no where to go what are my options. This is after a very short time of watering

In the first pic I see a "dirt" border at the fence. That appears to be trapping the water. Might have to remove it and let your neighbor have your water runoff.

You may not drain additional water onto neighbors' properties, unless an easement across those properties has already been established for drainage.

Looks like you have to get some topsoil and fill in the low spots.

Ayuh,.... Go down to the top left corner of the picture, by the tree, 'n start rakin' a slight depression, Up the grade to the center of yer Wet spot,...

The dirt you rake up will fill the depression, 'n the furrow you rake will promote drainage...

Water flows downhill,... you've got a dam, between that puddle, 'n away....
