Snowblower help

We have a 90s Sears snow thrower that works great until 1 of the 2 belts broke the other day

Snow Thrower Model# 247.888530

Belt Part# 754-0430A

My question(s):
1) Is it recommended to replace both belts to keep pulley tension uniform?

2) How do I tighten the pulley on the good belt to tighten belt up a bit? ( This necessary or should I just get a new belt?)
