seeding entire yard


i have mostly clover and few spots of dandy lions in my back yard which is about 45ft by 90ft. i'd say less then 25% of my yard is grass. there are a fair amount of high and low spots so i was thinking of spraying weed b gone on my entire yard and rake as much of the clover up as possible and pick axe to turn the dirt over and then get a few yards of dirt delivered to fill in the highs and lows plant seed and cover with burlap does this sound like a good solution? i plan to do this in sections since i have 2 small kids who i wont be able to keep out of the yard.
