Reset Button for my Backyard.

I have a typical Chicago suburb backyard, with a small patio 22'x12', a 2 car garage, and a rather decently sized lawn. Along with that I have a massive Creeping Charlie issue, lava rocks every where, and multiple hills, dips and valleys. I desperately want to "hit the reset button" on it and start from scratch.

I want to till the yard up, level it, and replant the grass.

What is the best time of year to do this?
What kinds of products do I need(soils, composts, etc...)
How deep do I need to till?
Should i cut the sod out first?

I basically need to know how to do this. Thanks for all your help.

Best time to grow grass is heading into Fall not Summer. Too much heat and water needed.
What soil type do you have?

Not a clue, there is a good bit of sand in it from a recent pool removal so some of the sand bed got raked into whatever top soil was there. I heard that a soil test kit would be a good place to start.
