Re-grading under water spicket

Water pools up next the foundation wall right under my water spicket. Its like the ground slopes towards the foundation wall instead of away. There's even quite a long downspout extension on the corner gutter right next to it but water still pools up when it rains.

What do I do, just pile a bunch of dirt up there and mold it to slope away? Is there a special kind of dirt to put there? HALP!!

Yea, pile up dirt and slope away or remove dirt downstream so the grade slopes away. Put in sod so you have instant grass and don't have to worry about erosion.
