The most common treatment for real railway ties is tar based creosote which is believed to be a carcinogen and has produced nasty genetic mutations and tumors in laboratory animals. I wouldn't use them around turtles.
The other issue is they tend to break down and leach chemicals into the soil as they do. And they are going to get very difficult to dispose of once the EPA rules on their toxicity and classifies them as hazardous wastes.
I would go with some other sort of retaining materials.
