Pull rope on Troy 4 cycle cultivator

The pull rope on my little cultivator is not engaging the starting clutch correctly. I'm trying to get to it so I can repair or replace. My problem is how do I get the spring loaded weights off the shaft so I can remove the plastic cover that holds the engaging clutch. I can't tell if it's screwed on or pressed on.
Any suggestions would be appreciated.

Most MFRs will have parts diagrams on their websites. That might give you an indication.
