Problem with the citrus tree
Looks like you have some sort of bug and insect infestation going on or trying to get a foothold.
Over watering can turn citrus leaves yellow too. They are also prone to a condition called chlorosis (if I remember the name correctly)---an iron deficiency---but this is usually characterized by yellow leaves with green veins.
Citrus are acid loving plants so test your soil. You can get a home Ph kit for $10-20 I should think.
If you have never done one, a complete site soil test can save you lots of money on plants, amendments, fertilizers, etc. over the years and they do not cost that much. Some states used to do them for free. Make sure to test the whole yard. Especially with new construction the topsoil is often scraped off to level for foundation work and never returned. Sometimes other soil is brought in to replace it or it is all stacked up in the backyard or hauled off. Point being you can end up with very different soil between your frontyard and backyard.
