plan for tackling japanese stalk grass in Maryland


Looking for some advice about

so, my plan for tackling my japanese stalk grass is to let it grow up for the next 3-4 weeks. End of August pull it up and spray treat the remaining lawn blights and plant tall fescue, kentucky bluegrass, and short fescue throughout the lawn (bluegrass in full, tall in the middle, short in the shade) in the 2nd week of September.

Does that sound about right? Can I plant grass in the second week of september? how long do I need to wait until I can plant cool season grass? how long is needed to wait before the spot treating to the planting of new grass?
