Pipe Clog or Dry Well Full?

I am trying to deal with many drainage issues.

Current issue: water is standing in one of my gutter drains. The PVC goes down about a foot and then turns into a massive old clay pipe which seems to have a LOT of soil in it. The water doesn't drain at all, even overnight. Is it worth trying to get all that soil out of the old pipe (maybe even cut and replace a length of it), or is the ancient drywell at the end going to be so full of soil that I shouldn't waste time and am better planning on a new drywell?

I probably cannot dig up the drywell itself. (It's probably over the property line from when they were one piece of property a bajillion years ago).

Those old tiles collapsed, and filled with roots all the time.
Not sure how anyone here is going to be able to tell you how full the pipe or drywall is.
Just going to have to dig it up and find out.

About jam a length of flexible hose down it and see how far you get before you get blocked
