Pilot Jet question.


My lawn mower has been surging. I did a pretty thorough job cleaning out the carb earlier this year. When I took out the pilot jet I stuck a fine wire down the hole and could see it in the cross hole so I assumed it was clear.

Now that it's surging I removed the pilot jet again and I can get a fine wire down the hole, but a slightly thicker one only goes in about 2mm and then stops. So does the hole have a shoulder inside of it, or does that sound like blockage (see pic below)? I soaked it for about 30 minutes in carb fluid but that didn't work.
