Pavers over expansive clay


I am having a swimming pool installed and I am considering putting in a paver patio around it. The problem is that my area (just north of Dallas, TX) has expansive clay soil. Many homes in the area develop foundation issues, for example. What is the best prep for the area if I decide to put down the pavers? Obviously, a gravel base, compacted, then sand. Would the depth of the gravel base improve my chances of not developing heaving? I may end up having a fiberglass pool put in, which would require completely excavating the area. My thought was to have them excavate all the way out to the area that I want the pavers to cover, and then to backfill the entire space with gravel. Any thoughts would be appreciated.
