Pavers Laid over Cement deck

I have a patio 19 by 20 feet surrounded by four walls and a door. My contractor plans to lay half thickness pavers on a bed of sand without motor and and other securing marterials. The pavers will simply float on the sand; the four wall will hold the pavers. The only place that the oavers will be secured will be by a 30 inch access and exit door. I have visited some of his similar work and it seem to be working just fine. The owners of these properties are pleased with this method of installation.
