Paver Edging

Hello, i live in Long Island, NY I am installing 6X9 cambridge interlocking pavers on a 40X15 section of driveway which will not have a car on it. One edge will be against the house, the other edge will be 40' along an 18" raised flower bed.
My first question is should I use plastic edging or a concrete footing? It is a straight 40'.

Second: I intend on putting an curbstone/edgestone along the 40' to keep the flower bed from spreading onto the driveway... should i put the curbstone on the inside or outside of the plastic edging?

Thank you for looking.

Know anyone in the sheet metal business?

Sheet metal would be strong enough to prevent spreading?

It will rust fast outside.
