Patio - Polymeric Sand & Stonedust

We are having a pavers patio installed by a landscape contractor and I'd like to ask for opinions regarding the joint material. The patio is nearly complete - excavated a foot, filled with crushed stones, compacted with stone dust, then arranged pavers, and swept in a few applications of stonedust. I am now wondering if they should have used polymeric sand instead. Their plan is to finish the patio with an application of polymeric sand on top of stonedust. Does that make sense or are they being cheap about not using enough polymeric sand? Is this an application that others have had success with or is it more standard to use polymeric sand the entire way in between the joints?

Polymeric sand should be used in the entire joint- from bottom to top. At $20 per 50 lb. bag, someone is saving some money by not using it for the entire joint.
