Is it okay to cut this tree root?

The root is in the first photo in the red circle. To the left of the circle is concrete that held a wood fence post. I'm still in the process of breaking up the concrete and may need to cut the root.

Is the root part of the tree in the green rectangle? Is it okay to cut the root without harming the tree? It's a pear tree and we'd like to keep it healthy.

Hard to say if that particular root is from the pear but if it is, cut it with a sharp tool. It most likely will not harm the tree. I would fertilize it anyway.

Yes. I was able to put up a fence post without cutting it, but now wondering if the roots will damage the backyard floor if it keeps growing.

Probably at some point. It is way to close to the house, at least it looks that way from the pic.

That's the garage. Is there a way to stunt its growth?
