Non-City Grading Inspector?

Wondering what the best route of assistance would be in ensuring the grading on a large irregular lot is 'done right'

I have seen some 'landscapers' in the back who were there -by there feedback - to only 'make pretty' become full fledged ' graders' and push dirt around in three different major configurations..... making each look nicely combed.
