making fake rocks


hi guys, i am buiding a boulder in back yard that is indeed a small storage room and outside a fake rock. i have the exterior build and i am about to put on the chicken wire. the hold up is to decide when and if to put a water proof coat on the wood or after the first concrete coat. i read some contractor put plastic linings before the first coat of concrete. some videos of rock making do not address the issue and recommend water proof coating only on areas in contact with water, but out doors every thing is contact with water. hope you can ilustrate me
