The house we've bought has some fairly standard looking pavers standing vertically, and they are all leaning. There's just a few small areas with them. I dug one up. It's just a few inches in the dirt and it's standing on dirt. Are you supposed to dig down and put gravel under them etc like you do for a walkway or patio of pavers? What's the proper way to set these?

Post a picture so we can have a better idea of what your taking about.

And yes without the proper compacted base dug out to the proper depth and no roots under it, pavers are just going to fail.

The root problem is that those pavers are only 6-8" tall. 5" above ground and 2-3" below ground. Should be like 10-12" below ground, then they have a good chance of staying straight. Never seen them this tall though, they are all 6-8" tall. Save on material and sell them 50 cents cheaper.
In the photo, it looks like that side of the side-walk has settled. But that is not the root problem anyways.
