Lawn problems in the south

I had a nice Floratam St Augistine yard a year ago and now the bugs, weeds and freezing temps have stressed it to the point that it looks like hell.

I have used weed and feed from the local box stores and chinch bug spray but that stuff is so weak that the bugs and weeds just laugh.

I have a small budget so I cannot hire a professional service to do it I would like to find a product that works.

Any helpful ideas on what products I can buy to control weeds and chinchbugs, ants would be great.

Googled it and saw this:
http://www.pestproducts.com/chinchbugs.htm
no idea if this is good advice or not.
Have you tried your local agriculture extension office for free advice?

I feel like this would be very area specific, and you will need to contact someone locally to find out what works in your area.
