lawn care

Do I have to kill the weeds first before you can till the yard? If so how long do you have to wait to till and plant new grass?

One way or another, the weeds must go. Have you considered renting a sod cutter? I think removing the weeds - as opposed to using chemicals and waiting - would allow you to till then reseed immediately. I suppose the practicality of using a sod cutter would depend on the shape of your lawn - if it's just weeds or if there's some grass, too.

I know someone will correct me if I'm wrong, and I'm curious to know, because this was going to be the plan for my lawn.

I've never once seen a pro rototill a yard before planting seed.
This time of year you would just be planting all the weed seeds by tilling.

Depends on weeds. If they have flower heads or have gone to seed you should kill them first with a specific post emergent herbicide or a non-selective systemic like RoundUp. Do not use a pre emergent. You can then till in 10 days or so.

Let me plug hydroseeding. Your lawn will establish faster than with loose seed or sod. Still have to prep the seed bed though.
