How to kill a runaway plant or weed?

I have these plants or "weeds" in my flowerbeds, and they grow like crazy. Their roots are so imbedded, that if I try to pull them out, they just brak off. Also, they are like vines, and they are completely taking over the flowbeds. If I cut them down to ground level, is there anything I can put on the remaining part to kill it down to the roots, without killing the other plants that are growing there also? To dig them up is out of the question, because they are so imbedded in the other plants, I would have to remove everything.

Just pondering, but most vines are fairly shallow rooted.

Either as KAP said, or I use a small spray bottle. Just to use less herbicide and reduce the chance of getting it on your desirable plants, I would cut most of the top growth off, then treat the cut stem IMMEDIATELY, or the new foliage when it begins to start to grow again.
