Are these your cats or the neighbors?

I assume you let your cats out. Have you thought about putting them on a leash attached to a wire/rope ie, like a dog run? My cat is on one because she is pretty much an indoor cat and when and if she goes out, she would have more damage done to her that her doing the damage. She can't go to far but she still does enjoy it out side and best of all, I don't have to worry about her not coming back, getting hurt or annoying my neighbours by using their flower gardens.

Another thing I have heard was that there is a specific kind of flower that they don't like, or are not supposed to like. I might be wrong as this was some time ago that I heard this but I heard marigolds are supposed to deter cats from using your garden as a liter box. Might want to do a web search but hopefully this has gave you and idea.
good luck

Motion activated sprinkler. They will learn pretty quick. See a whole line of stuff here

I heard that sprinkling red pepper powder around the mulch area works. Fire in the hole.

My family has never had a problem with our cats digging in the gardens, both flower and vegetable - over 20 years.

The veggie garden usually had a chickenwire fence around it to keep rabbits out, but the cats could easily jump over it if they wanted to.

You could try coyote urine. I believe that works on skunks, raccoons, etc. Haven't tried it yet myself but I 'm going to give it a shot for something that has been using the area below my porch.
